बॉम्बे हाई कोर्ट ने इस महीने की शुरुआत में कहा था कि केवल तेज गति से गाड़ी चलाने पर तेज और लापरवाही से गाड़ी चलाने का अपराध नहीं होगा. जस्टिस एसएम मोदक ने कहा कि तेज और लापरवाह ड्राइविंग के अपराध को दो घटकों - उतावलेपन और लापरवाही को संतुष्ट करने की जरूरत है. रैश ड्राइविंग का अर्थ है तेज गति से वाहन चलाना और लापरवाही घटक में वाहन चलाते समय उचित देखभाल और ध्यान न देना शामिल है.
